Both survivors of National Socialist persecution and their heirs are eligible to file applications with the General Settlement Fund.

Persons or associations that were persecuted by the NS regime on political grounds, on grounds of origin, religion, nationality, sexual orientation, or of a physical or mental handicap or of accusations of so-called asociality, or who left the country to escape such persecution, and who suffered losses or damages as a result of or in connection with events having occurred on the territory of the present-day Republic of Austria during the National Socialist era are eligible to file an application.

In addition, heirs of eligible claimants and the legal successor of an association that became defunct under the NS regime are also entitled to file an application.
