The deadline concerning applications for restitution with the Arbitration Panel for In Rem Restitution ended on December 31, 2009 for property (movable assets of a Jewish Community Organization) owned by one of the following Austrian provinces and municipalities on the cut off day, 17 January 2001: Burgenland, Upper Austria, Salzburg, Styria, Vorarlberg, Vienna, Bad Ischl, Grieskirchen, Kobersdorf, Korneuburg, Mattersburg, Oberwart, Purkersdorf, Vöcklabruck or Wiener Neudorf. On Wednesday 8th July 2009 the General Settlement Fund for Victims of National Socialism commenced the disbursement of the closing payments. On the previous day, the Board of Trustees, to which both the presidency of the National Council and representatives of the Federal Government, as well as victims' associations and representatives of the religious communities belong, had decided the final payment quotas. These quotas govern the aliquot distribution of the available means on the basis of the determined property loss. This share amounts to 10.56 percent of the determined losses in the claims-based process, 17.16 percent in the equity-based process and 20.74 percent for insurance policies. The closing payments are to be expedited. An amendment to the General Settlement Fund Law, enacted on 1st July 2009, has enabled the rapid conclusion of the closing payments. The payment quotas in claims-based and equity-based proceedings, as well as for insurance policies will be calculated on the basis of the decisions reached by the Claims Committee thus far, and laid down by the Board of Trustees of the General Settlement Fund. The deadline for filing applications for the restitution of property owned by the City of Vienna, by the province Vorarlberg and several municipalities has been extended until the end of 2009. With its decision of 1 October 2008, the Vienna Municipal Council made use of the opportunity to extend the application deadline for in rem restitution pursuant to the General Settlement Fund Law (GSF Law). New general conditions for deadline extensions The general application deadline for in rem restitution in accordance with the General Settlement Fund Law (GSF Law) expired on 31 December 2007. With Federal Law Gazette I No. 89/2008, the legislator has provided the provinces and municipalities that have affiliated themselves with the Arbitration Panel pursuant to Sec. 38 GSF Law (opt-in) with the opportunity to extend the application deadline until 31 December 2009.
